The Issue 21 Special Update: Media Blitz introduces the new TPN Campus and Minds of Mayhem Incarnate Trials and additional Incarnate abilities, and is available exclusively to VIP players.
After learning Emperor Cole's secret from Desdemona at the end of the Underground Incarnate Trail, you realize that you should broadcast this revealing information to the people of Praetoria to rally them to the cause of deposing Cole.
The TPN Campus is your obvious next target. You find it reinforced by the Emperor's elite soldiers from both the DUST and the IDF. When you arrive, you are contacted by the mysterious "H.D.," who offers his assistance in broadcasting the message to rally the people to depose Cole in exchange for protection and for the fun of providing a good show.
As soon as the broadcast begins, you race against the Emperor's forces to prevent the broadcast from being shut down completely. Complicating that is your need to avoid harming citizens arriving to protest as the broadcast starts and, more dangerously, to engage Maelstrom, who arrives to halt your efforts.
This Incarnate Trial is a test of group coordination and balancing simultaneous objectives. You must split your team into groups to achieve multiple goals in different locations while building Public Opinion. As Public Opinion rises, you will convince more Praetorians of the truth.

After the events of TPN Campus led to the successful broadcast of Emperor Cole's secret to the world, Mother Mayhem steps in to ensure that the citizenry remains under control. Having taken over the mind of Penelope Yin, Mother Mayhem has the power to extend the recently perfected mindwashing to the entirety of Praetoria, Loyalist and Resistance alike.
Only a few, including your League, can resist this global mind control. When you first assault the Mother of Mercy Hospital in First Ward, you find it protected by an impenetrable shell of psionic energy. After some digging, you learn that the only way to free the world is to enter the Seer Network from within an abandoned node deep beneath First Ward. There, you will need to forcibly remove the mind of Shalice Tilman from Penelope Yin and Aurora Borealis before disconnecting her from the Network once and for all.
Vigor Boost: This alpha tree focuses on boosting Healing, and secondarily boosts Accuracy and Endurance Reduction. The radial branch also boosts Fear, Sleep, or Confuse effects.
Agility Boost: This alpha tree focuses on boosting Endurance Modification, and secondarily boosts Defense and Recharge rate. The radial branch also boosts run speed, fly speed, and jump distance.
Intuition Boost: This alpha tree focuses on boosting Hold effects, and secondarily boosts Defense Debuffs and Range. The radial branch also boosts Damage, Slow effects, and To Hit Debuffs.
Resilient Boost: This alpha tree focuses on boosting Resistance, and secondarily boosts Immobilize effects and To Hit buffs. The radial branch also buffs Intangibility and Stun effects, and Taunt durations.
Cognitive Interface: This interface tree adds a chance to confuse targets of your attacks for approximately 2 seconds. The core branch increases the chance to confuse targets, while the radial branch adds a chance for a minor Psionic damage over time (DoT) effect.
Degenerative Interface: This interface tree adds a chance to debuff a target's maximum HP when you attack. The core branch increases the chance for the HP debuff to occur, while the radial branch adds a chance for a minor Toxic damage over time (DoT) effect.
Preemptive Interface: This interface tree adds a chance for your attacks to include an additional Endurance damage over time (DoT) effect. The core branch increases the chance of Endurance drain, while the radial branch adds a chance for an additional moderate Energy damage over time (DoT) effect.
Spectral Interface: This interface tree adds a chance to immobilize targets of your attacks for approximately 2 seconds. The core branch increases the chance to immobilize targets, while the radial branch adds a chance for an additional moderate Negative damage over time (DoT) effect.
Vorpal Judgement: You teleport and kick all enemies you successfully hit in a cone in front of you for heavy smashing damage. The core branch adds a chance to inflict a lethal damage over time (DoT) effect on all targets struck. Using the radial branch version of the power grants you a defense bonus during and after the attack due to your quick movement.
Incandescent Invocation/Epiphany: This location-targeted utility Destiny power brings Assemble the Team functionality to an entire League and combines that with a potent buff to healing received and a targeted area of effect (AoE) that does both Knockback and Stun effects to foes. Its use creates a small safe zone in which your group can regroup, rebuff, and get back into the fight when it would otherwise wipe.
The core tree provides even more amplified healing on all targets. Using the radial tree provides additional utility in stealth radius, perception and move speed boosts, or even short-term phase shift for your entire league!
